A.P.Soohorukoff, an ex-Russian national who has performed many

years of valuable service as a . . . in the criminal inves-

tigation department of the British municipal police, has in

the course of his duties incurred the displeasure of the

Japanese military who are in control of the local municipal

Government.

The Japanese have organized a number of undesirable

white Russians into an e spionage bureau and all stateless

persons have to be vetted by this bureau before they can obtain

passports.

Not only is it impossible for Soohorukoff to get a passport, but his life is actually in danger from this organizatiɔn.

In view of his excellent record and of the invaluable assistance which he has rendered to the council and myself, I am very anxious to do all I can to help him to get away from the sphere of activity of the organization to which I have referred, and into a place of safety.

I shall be glad therefore if you will inform me whether you would be willing to afford him and his wife sanctuary in the Colony until such time as arrangements can be made for his journey to England.

In the event that you agree to this at my request, I propose to give him a certificate of identity to enable him to enter the Colony.
